Are the headlights on my 2003 saab 9-3 supposed to be on all the time?

Are the headlights on my 2003 saab 9-3 supposed to be on all the time? If i set the switch to 0 they remain on and no matter what setting i pick the headlights and rear lights do not change. However the fog lights both front and rear function as they should when i turn them on with the button.
